Job Summary:
We are seeking a talented and driven DoD/Navy Acquisition Systems & Data Analyst to join our team supporting the Deputy Assistant Secretary of the Navy for Plans, Policy, and Operations (DASN P). This role will require the analyst to manage various acquisition-related systems implementation activities, including but not limited to change management, communications, testing, training, user management, and data analytics. The Analyst will be pivotal in supporting acquisition processes by leveraging data insights to drive decision-making and streamline the Navy's acquisition systems. The ideal candidate is detail-oriented, quick to learn complex systems and environments, and has a strong passion for acquisition systems and data analytics.
Responsibilities & Duties
- Familiarize yourself with the Navy’s acquisition systems and support the DASN P team across various acquisition-related implementation efforts. Tasks will include functional release testing, end-user training, user account provisioning, data migration, and providing Tier 2 functional and business process support throughout the procure-to-pay lifecycle.
- Work closely with cross-functional teams, including acquisition and procurement stakeholders, to gather and understand project requirements. Deliver insights and analysis that support objectives of increasing data integration, establishing enterprise data standards, and improving data accessibility within the Navy’s acquisition systems.
- Identify, aggregate, and manage data from various acquisition systems sources (e.g., FPDS, EDA, SPS, ADVANA). Ensure data is accurately collected, transformed, and prepped for data analysis and reporting purposes. This includes cleaning and validating data to ensure its integrity and usability in acquisition decision-making.
- Utilize data analysis tools (e.g., MS Excel, PowerQuery, Power BI, Tableau, Qlik) to develop dynamic dashboards and reports that provide actionable insights into acquisition performance, contract compliance, and procurement efficiencies. Design visualizations that highlight key metrics, trends, and anomalies, supporting data migration readiness and process improvements.
- Use statistical techniques to interpret data patterns, trends, and anomalies within acquisition data, and develop reports that clearly communicate findings to non-technical stakeholders. Provide insights into procurement activities that influence decision-making, such as contract performance, resource allocation, and acquisition process improvements.
- Lead and support data analytics efforts throughout the acquisition system implementation. Continuously assess acquisition processes, including data flow, reporting accuracy, and system performance, to help the team and client identify opportunities to optimize resource allocation and improve procure-to-pay functions.
- Continuously explore and identify opportunities to enhance existing acquisition data tools, dashboards, and reporting techniques. Drive improvements to data integration, cleansing, and migration efforts, ensuring alignment with acquisition policy and best practices in procurement systems.
Qualifications
- 5+ years of practical experience in DoD or Department of the Navy (DoN) acquisition environments, with a focus on procure-to-pay processes and systems implementation.
- Bachelor's degree in a relevant field (e.g., Business Administration, Project Management, Information Systems, Data Science, Computer Science).
- Deep understanding of DoN acquisition processes, including contract writing, regulations (FAR, DFARs), and business systems (e.g., AMS, Navy ERP, SPS, FPDS-NG), and how they integrate into the procurement lifecycle.
- Experience with the following systems highly preferred WAWF-RA, PDS, Navy ePS, PD2 and EDA.
- Experience working with and supporting acquisition systems. Familiarity with data visualization and analytics tools such as Power BI, Tableau, Qlik, PowerQuery, and Excel. Experience with ADVANA/Jupiter or similar digital transformation tools is a plus.
- Skilled in aggregating and analyzing acquisition data, including data cleansing and transformation. Proficient in developing dynamic reports, dashboards, and metrics that provide valuable insights to support acquisition decision-making.
- Proficiency in statistical techniques to validate and interpret acquisition data, patterns, and anomalies. Ability to develop and present actionable insights that influence procurement strategies and policy implementation.
- Ability to work collaboratively within a team-oriented environment. Effective communication skills to present complex acquisition data insights and recommend solutions to a diverse set of stakeholders.
- Independent, resourceful, and able to take ownership of projects with minimal supervision while collaborating across multiple teams.
- Strong interest in learning and adopting new tools, techniques, and systems related to acquisition processes and data analytics.
Security Clearance: Candidates must possess, or be eligible to receive, a US DoD Secret-level Security Clearance.
